The White House on Drugs?

If, as Bill Maher suspects, Barack Obama blew a million bucks of weed before his debate with Mitt Romney, Joe Biden's performance last night suggested an overnighter in a meth lab.

What is it with these two in the White House that they each raise concerns whether they're all there.
